BackgroundIn response to COVID-19 pandemic, the Government of Uganda adopted public health measures to contain its spread in the country. Some of the initial measures included refusal to repatriate citizens studying in China, mandatory institutional quarantine, and social distancing. Despite being a public health emergency, the measures adopted deserve critical appraisal using an ethics and human rights approach. The goal of this paper is to formulate an ethics and human rights criteria for evaluating public health measures and use it to (...) reflect on the ethical propriety of those adopted by the government of Uganda to contain the spread of COVID-19.Main bodyWe begin by illustrating the value of ethics and human rights considerations for public health measures including during emergencies. We then summarize Uganda’s social and economic circumstances and some of the measures adopted to contain the spread of COVID-19. After reviewing some of the ethics and human rights considerations for public health, we reflect upon the ethical propriety of some of Uganda’s responses to COVID-19. We use content analysis to identify the measures adopted by the government of Uganda to contain the spread of COVID-19, the ethics and human rights considerations commonly recommended for public health responses and their importance. Our study found that some of the measures adopted violate ethics and human rights principles. We argue that even though some human rights can sometimes be legitimately derogated and limited to meet public health goals during public health emergencies, measures that infringe on human rights should satisfy certain ethics and human rights criteria. Some of these criteria include being effective, strictly necessary, proportionate to the magnitude of the threat, reasonable in the circumstances, equitable, and least restrictive. We reflect on Uganda’s initial measures to combat the spread of COVID-19 and argue that many of them fell short of these criteria, and potentially limit their effectiveness.ConclusionThe ethical legitimacy of public health measures is valuable in itself and for enhancing effectiveness of the measures. Such legitimacy depends on the extent to which they conform to ethics and human rights principles recommended for public health measures. (shrink)

En el marco de los 800 años de la celebración del encuentro de San Francisco y el Sultán, convocado por la Orden Franciscana, el presente artículo pretende indagar sobre la concepción de la imagen del moro en la sociedad colonial y, particularmente reflejados en la serie de 54 cuadros de la vida de san Francisco del Museo de Arte Colonial de San Francisco, Santiago de Chile, confeccionada en el siglo XVII en un taller del Cuzco y cuyo destino fue el (...) Convento homónimo para la formación y contemplación de los religiosos, que nos permite descubrir su representación. El moro representa el signo del individuo o del territorio pagano, en acción o contexto de violencia, pero capaz de la conversión. Estos aspectos son comunes a los prejuicios traídos por los colonizadores, marcados por la larga lucha en la península contra ellos y las políticas de expulsión de esta comunidad desde España. There are three distinct questions associated with Simpson’s paradox. Why or in what sense is Simpson’s paradox a paradox? What is the proper analysis of the paradox? How one should proceed when confronted with a typical case of the paradox? We propose a “formal” answer to the first two questions which, among other things, includes deductive proofs for important theorems regarding Simpson’s paradox. Our account contrasts sharply with Pearl’s causal account of the first two questions. We argue that the “how (...) to proceed question?” does not have a unique response, and that it depends on the context of the problem. We evaluate an objection to our account by comparing ours with Blyth’s account of the paradox. Our research on the paradox suggests that the “how to proceed question” needs to be divorced from what makes Simpson’s paradox “paradoxical.”. (shrink)

Once common, therapeutic privilege—the practice whereby a physician withholds diagnostic or prognostic information from a patient intending to protect the patient—is now generally seen as unethical. However, instances of therapeutic privilege are common in some areas of clinical psychiatry. We describe therapeutic privilege in the context of borderline personality disorder, discuss the implications of diagnostic non-disclosure on integrated care and offer recommendations to promote diagnostic disclosure for this patient population. There are no data in this work.

The juxtaposition encompassed in the phrase "feminist epistemology" strikes some feminist theorists and mainstream epistemologists as incongruous. To others, the phrase signals the view that epistemology and the philosophy of science are not what some of their practitioners and advocates have wanted or claimed them to be-but also are not "dead," as some of their critics proclaim. This essay explores the grounds for and implications of each view and recommends the second.

I present a way of thinking about gender that I have found helpful in evaluating various proposed feminist projects. By considering gender and value as independent dimensions, relationships of "difference" can be more clearly perceived as involving relationships of lack, of complementarity, or of perversion. I illustrate the use of my gender/value "compass" with applications to questions of self-identity, rationality, and knowledge. This way of thinking about gender allows a conceptualization of feminism that neither erases nor emphasizes gender distinctions.

: The President's Council on Bioethics has tried to make a distinctive contribution to the methodology of such public bodies in developing what it has styled a "richer bioethics." The Council's procedure contrasts with more modest methods of public bioethical deliberation employed by the United Kingdom's Warnock Committee. The practices of both bodies are held up against a backdrop of concerns about moral and political alienation, prompted by the limitations of moral reasoning and by moral dissent from state policy under (...) even the most democratic of governments. In this paper I assess the labour ward admission policies introduced by some National Health Service trusts during the COVID-19 pandemic, arguing that these intersected with other policies in a manner which may have coerced birthing people into consenting to vaginal examinations they might have otherwise refused. In order to fully understand the potential severity of these policies, I situate this critique in the historical and contemporary context of the problematic relationship between consent and vaginal examinations. Identifying the legal wrongs (...) associated with performing coerced vaginal examinations, I highlight that the law is inadequately equipped to provide appropriate redress. Further, I illustrate that the issue explored in this paper reflects broader problems which exist with regard to the focus of, and the investment in, the maternity services. (shrink)

El texto desarrolla -a modo de ensayo- un recorrido por el cuerpo como lugar, discurso y objeto de control, taxonomía a partir de lo cual se proponen tres operaciones posibles de desarrollar: el estudio de la memoria del cuerpo a partir de sus indicios; la comprensión histórica del ejercicio del cuerpo a partir de sus prolongaciones, y el análisis de las condiciones para el ejercicio del poder en medio de la tensión dominación-libertad. The probabilistic analysis of functional questions is maturing into a rigorous and coherent research paradigm that may unify the cognitive sciences, from the study of single neurons in the brain to the study of high level cognitive processes and distributed cognition. The following description is based upon an actual case in which a patient initiated legal action after suffering a complication subsequent to an invasive diagnostic procedure performed by a senior fellow. Named as codefendants were the senior fellow, attending physician, and the hospital. Because any hospital with house staff is potentially vulnerable to similar litigation, Ethics Committees at Work is addressing the questions raised by this dilemma.
